Hopper Sees Huge Training Program if England Loses

Says Unity is Needed In American Actions

Assuming the event of a Hitler victory, Bruce C. Hopper, associate professor of Government, told his audience in the Eliot House Junior Common Room last evening that he believes the United States under a semi-totalitarian government, would immediately embark upon an immense training program to resist the advance of Hitler.

The decline of British power, he believes, would necessitate our taking over all British possessions in the Western Hemisphere except Canada. England, herself, would probably become totalitarian beside a totalitarian Europe, and the United States would be left as the only democratic country.

The United States, according to Hopper, is a completely bewildered country, every person possessing his own fears. America, he said, needs an "electric shock, a shock that will unite it behind a single cause. Only when America becomes frightened will there be an effort toward unity."

Hopper's own fear is the union of Russia, Japan, and Germany against the world. German brains and Russian natural resources and labor would present a formidable world force which no combination of powers could resist. He suggested that the recent Russian-Japanese treaty might be the first step to such a coalition.

If Hitler wins, Hopper thinks there will be a world revolution of the Nazi type. The United States could have no peace with Hitler except through surrender of its gold and air power. Without surrender, Germany and the United States will engage in a race for air supremacy. In this country an "M" day would arrive, and the American people would be forced to work off the "excess fat which they have accumulated from so many chocolate milk shakes."
