Stephen M. Schwebel '50, national chairman of the Collegiate Council in the United Nations, will testify on the North Atlantic Treaty before the Senate Committee on Foreign Relations this morning.

Speaking for the Council, Schwebel will urge acceptance of the treaty with seven reservations. His main point will be that the pact should not be turned into a purely regional alliance or be allowed to weaken the UN or take over all of the functions of that body.

In connection with this, he will suggest a two-point program for the Senate to propose to the President in the form of resolutions.
