General Naguib's overall reform program in Egypt is keyed toward establishing a democratic parliamentary, government, Abdul Kamil Rahim, Egyptian Ambassador, to the United States, said yesterday in an informal meeting at Harkness Commons.

Neguib heads an "mterim administration" and he will "quietly step down to his former military duties." Rahim declared, "after general elections are held."

Rahim, described the complete state-controlled reorganization of all political parties. Whereas formerly a "few wealthy families" ruled parliament and irresponsible, corrupt parties formed around vociferous personalities, now, by law, parties must held popular caucuses, and make periodic financial reports.
