The question submitted by the University debating club to Yale for the debate to be held in Cambridge on March 23, is as follows: "Resolved, That the United States should permit the European Government to seize and hold permanently territory of the Debtor State not exceeding in value the amount of the award."

The question presupposes the following six facts:

1. The existence of money claims by a European Government against a South American State.

2. Such claims submitted by consent of both parties to the Hague Tribunal for Arbitration.

3. An award by said Tribunal in favor of the European Government.

4. The time and the amount of payment fixed by the award.

5. Default of payment according to the terms of the award.

6. A system of free trade with other countries existing in the Debtor State.

The trials to select the Harvard team will be three in number and will be publicly held in the Fogg Lecture Room as follows: First trial on February 12, at 7 p. m., at which each man will speak five minutes and twelve men will be retained; second trial on February 16, at 7 p. m., at which each man will speak ten minutes and six men will be retained; the third trial will take place on February 19, at 7.30 p. m., and will be in the form of a regular debate. The six men retained at the second trial will be divided by lot into two teams. Each man will speak twelve minutes with five minutes rebuttal and the three best men will be selected to form the University team. A Coolidge prize of one hundred dollars will be awarded to the man who does the best work in the three trials.
