Advocating a program of collective security, William R. Castle '00, former under-secretary of State, last night urged the application of the Neutrality Act against China and Japan in a talk on the Far Eastern situation given in the Union.

A member of the board of overseers, and of the Republican National Committee, Castle spoke under the auspices of the 1941 Union Committee as part of its program to present a number of distinguished speakers during the year.

Chinese Skillful At Publicity

Newspapers don't give us a clear picture of the situation, he said, because the Chinese are so much more skillful at propaganda than the Japanese. China is a poor land for colonizing, having a bad climate and already full of Chinese.
