The UN Council of Harvard turned its spotlight on ERP Sunday night as Representative Christian A. Herter '15, Vice Chairman of the House Committee on Foreign aid and New York Times foreign correspondent James R. Reston spoke before a sizeable rowd in Emerson.

Herter observed that America must erase the fear of future aggressions before any effective progress can be made in the rebuilding of Europe. "We must develop a security system through the ERP," he said.

Pulitzer Prize winner Reston agreed, saying that it was only when the stress in the Marshall Plan switched from the economic to the political that the bill became acceptable to Congress.
