The Defense Department's announcement that it will restore a $170,000,000 cutback in Air Force Research and development funds "is not a great victory" for those who favor increased military spending, according to W. Barton Leach '21, Storey Professor of Law and member of the Defense Studies program.
Leach, who had advocated a larger defense budget in a speech last week, pointed out that the restoration of this money merely means that cuts will be made elsewhere in the defense budget. "You don't solve anything by robbing Peter to pay Paul," he said.
"While this will do some good as far as research and development is concerned, it's going to impose enormous stresses elsewhere," he added. "The total resources that are available to the department are just enough to carry the burden."
