LONDON, Nov. 4--British tennis fans were certain today that plans for an open tourney were approved Tuesday night at a secret meeting of Wimbledon officials.

It was understood that the annual Wimbledon tourney, generally regarded as the unofficial world's championship, next summer would be amateur.
The All-England Club, which operates Wimbledon, refused to comment on the meeting but Col. Duncan Macaulay, its secretary, said that "our conclusions are being sent to the British Lawn Tennis Assn. and the international federation. They are the people to make any announcement.
