Debating the affirmative position that "the Federal Government should establish a national program of public works for the unemployed," Northwestern defeated M.I.T., 4-1, Saturday to win Harvard's 12th annual forensic classic.

Harvard's varsity debate team, host for the tournament, was ineligible for team honors, but Thomas C. Fritzsche '67, and James C. Turner '68, won third and fifth places in the individual speaking contest.

The freshman debaters, competing among 94 teams, advanced to the quarterfinals before losing to the Northwestern champions, 3-0.
