Penn tied defending champion Harvard for first place in the 40th annual Intercollegiate Squash Championships at Annapolis, Md., yesterday. Both the Crimson and the Quakers tallied 22 points. Host Navy was third in the 22-team field with 18 points.

Harvard, which has won the championship six of the last seven years, and Penn, the 1971 winner, each advanced six players into the semifinals to be held today.

Defending individual titlist Peter Briggs of Harvard also advanced to the semifinal round.
